Bart Dekker was the Group Managing Director for Asia-Pacific of OCRA Worldwide, a leading corporate and trust services provider that has joined Acclime.
OCRA establishes, manages and administers companies, trusts and foundations in all of the major offshore and mid-shore financial centres to meet the specific objectives of its clients. Broadly these objectives include corporate re-structuring, wealth protection, business cost reduction, cross-border investment and foreign market entry.
After gaining experience in international business and corporate structuring with a major international banking group, Bart joined OCRA in Hong Kong in 1995 and has since been responsible for managing and expanding the group’s network of offices in Asia-Pacific, most notably the establishment of offices in Shanghai and Beijing, China in 1997 and 1999, and more recently its presence in Samoa in 2017.
Bart studied International Law and Relations at the University of Amsterdam, where he acquired a Master of Law (LLM). He is a member of the International Fiscal Association in Hong Kong. He has lived and worked in Asia for over 30 years and is currently based in Hong Kong and Taipei.
Partner and MD
As a Partner and Managing Director of licensed and regulated offices in Mauritius, Seychelles and UAE, Dharmesh has played a key role in managing Acclime Global Business (previously OCRA Worldwide) since 2000, has experience in the corporate and fiduciary services industry, holding various leadership positions at Acclime, a global provider of bespoke solutions for corporate structures, trusts, foundations, and funds. He is also an Independent Non-Executive Director at a listed entity on the Stock Exchange of Mauritius, where he provides strategic oversight, guidance, and governance to the board and the management.
Dharmesh graduated from the University of Allahabad with core competencies, including strategy, negotiation, business planning, international business, and mergers and acquisitions. He has successfully led and executed complex, large-scale transactions involving cross-border and cross-cultural teams, clients, and partners. He holds two International Diplomas from ICA in Governance, Risk, Compliance, and Anti-Money Laundering. He is passionate about delivering high-quality and tailored solutions to meet our client’s diverse and evolving needs while ensuring compliance with the highest governance, risk management, and ethics standards.
Dharmesh is a Registered Trust and Estate Practitioner (TEP) with the Society of Trust and Estate Practitioners (STEP) and a member of the International Tax Planning Association (ITPA), International Fiscal Association (IFA) and the Institute of Corporate Governance in Mauritius. He is a fellow of the International Compliance Association (ICA) and a fellow of the Mauritius Institute of Directors (MIoD).
Amar is a Director of Acclime Mauritius Limited, Acclime Seychelles Limited and Acclime Trustees Seychelles Limited. He is a competent and experienced Company Director administrating client entities domiciled in offshore financial centres.
He has been involved in the international financial services sector since 2001, specialising in structuring, forming and administrating offshore companies, foundations, funds, partnerships and trusts. He has gained expertise working with tax-efficient structures, availing the benefits of double tax treaties.
Amar is a Registered Trust and Estate Practitioner (TEP) with the Society of Trust and Estate Practitioners (STEP). He is a member of the Chartered Institute for Securities & Investment (CISI), the Chartered Management Institute (CMI), the International Fiscal Association (IFA), and the Mauritius Institute of Directors (MIoD). He read law in the United Kingdom, gaining an LL.B (Honours) and an LL.M in International & Commercial Law.
Kavita joined Acclime Mauritius in November 2002 as Corporate Administrator, then promoted to Corporate Manager and, since April 2007, the Company Secretary. She heads the Company Secretarial team. She has a good in-depth knowledge of the Administration of Global Business and Foreign companies. She assists the Board of Directors and carries out all duties withholding client physical board meetings in Mauritius, including notice and agenda drafting, preparing board packs, and taking minutes. She administers a portfolio of client companies and is responsible for ensuring compliance with applicable laws, rules and regulations.
Since March 2019, Kavita has been the Company’s MLRO responsible for the identification and reporting of any suspicious transaction. Before joining Acclime, Kavita worked at the Income Tax Department.
Kavita is an Associate Chartered Governance ACG/formerly known as a Member of the ICSA (UK) since 2003, holder of a Master in Business Administration (General) from the University of Mauritius since 2007 and has been admitted as a Full Member to STEP of England & Wales since January 2010 (TEP).
Manager – Corporate Services
Linda is an Associate Member of the Institute of Corporate Governance (previously Institute of Chartered Secretaries and Administrators – “ICSA”). She holds an Executive Masters’s in Business Administration from BIT, Mauritius Branch. She is also an Associate Member of STEP and has a STEP certificate in Foundation.
She joined the Acclime Mauritius in September 2005. Her role as Team Leader/Corporate Administrator is to assist clients in the setting up and ongoing administration of companies in several jurisdictions such as Mauritius, Seychelles (companies and trusts), the BVI and RAK. She has been involved in various corporate exercises, including amalgamation, re-domiciliation, liquidation, winding up, etc. Her experience covers company secretarial, governance and compliance.
Varshinee Runghien Ramasawmy.
Manager – Corporate Services
Varshinee joined Acclime Mauritius in 2006. She is an Associate member of the Chartered Governance Institute (CGI UK). She also has a certificate in Foundation and is a certified compliance professional from the Financial Services Institute (Mauritius).
She is well experienced in company secretarial and governance matters. She is responsible for the establishment and administration of Global Business Companies, Mauritius Authorised Companies, Seychelles IBCs, Seychelles CSL, Trusts and other foreign companies in different jurisdictions.
She is also involved indirectly with client engagement, carrying out due diligence exercises and compliance matters.
Manager – Corporate Services
Kurstina joined Acclime Mauritius in 2013 as a Corporate Administrator. She graduated from the University of Mauritius, where she obtained her bachelor of science in Banking and Finance and holds a Master of Business Administration in Financial Services.
She is mainly responsible for company formation, company secretarial duties, liaising with the authorities for corporate tasks, assisting clients in opening bank accounts, and other administrative work. She has good in-depth knowledge of the Administration of Global Business Companies and Foreign entities such as Ras Al Khaimah, Seychelles, British Virgin Islands and Cayman.
Manager – Corporate Services
Manida rejoined Acclime Mauritius in 2023 as Team Leader – Private Client Services for Seychelles Jurisdictions. She was previously with Acclime Mauritius from 2000 until 2015. She will be responsible for all administrative and corporate services duties on a day-to-day administration for a portfolio of global business client companies.
Before joining Acclime Mauritius, she worked in Vanuatu for seven years. She was appointed Compliance Manager at Wanfuteng Bank Limited, where she was responsible for the daily operations of the Compliance Department, ensuring the Company was conducting its business with relevant national and international regulations. She was also appointed as the AML/CTF Compliance Officer.
Noorsaba Bibi Rujub.
Manager – Client Accounting
Noorsaba joined Acclime Mauritius in 2009 as an accountant. She has over 15 years of experience in accounting. She is responsible for the preparation of accounts and an overview of the audit process, including the preparation of tax returns and filing for a portfolio of clients.
Noorsaba is a Member of the Association of Chartered Certified Accountants and a Member of the Mauritius Institute of Professional Accountants. She holds a Master in Business Administration (General) from Edinburgh Business School, Heriot-Watt University since 2019. She is also a Certified Internal Auditor and has been a member of The Institute of Internal Auditors Mauritius since 2022.
Director and Head of Company Secretarial
Iris is the Director and the Head of Corporate Secretarial Operations for Acclime’s Global Business division. She has extensive experience providing professional corporate advice to clients and navigating the complexities of international clients for over 20 years. Her expertise enables her to help clients expand their global reach. Iris oversees teams’ operations in Asia Pacific namely, Hong Kong, Singapore, China, Samoa, Taiwan.
She is also responsible for leading the compliance division and balancing business development with a strong culture of compliance that aligns with regulations and ethical standards while identifying growth opportunities. She has contributed her strength at the senior management level for the past decade, working closely with each office to ensure that the offices meet regulators’ expectations in those jurisdictions. She began her company secretarial career at one of the highly reputed Hong Kong law firms.
Iris is a fellow member of the International Compliance Association in UK (“FICA”), also an associate member of the Chartered Governance Institute (“ACG”) in UK and The Hong Kong Chartered Governance Institute (“HKACG”) in Hong Kong
Senior Client Accounts Manager – Department Head
William Wong is the client accounts manager and department head in Hong Kong. In this role, he is responsible for ensuring efficient and effective accounting and auditing arrangements for Hong Kong corporations.
With a wealth of experience in the field, William was promoted to his current position as head of the client accounts department in 2016. Prior to joining Acclime, he worked as a tax consultant, gaining extensive knowledge and expertise in accounting and auditing in both Hong Kong and Singapore. William’s expertise goes beyond accounting and auditing. He also possesses hands-on experience in tax compliance and advisory in Hong Kong. He has successfully managed taxation queries from local tax authorities for a diverse portfolio of corporations and individuals.
William’s professional qualifications speak to his expertise and commitment in the field. He is a certified public accountant with the Hong Kong Institute of Certified Public Accountants, a fellow member of the Association of Chartered Certified Accountants, and a certified tax advisor with the Taxation Institute of Hong Kong.
Clients Account Manager
Nikki joined the Acclime Global Business team in 2012. With over 13 years of experience in the field, Nikki brings a wealth of knowledge and expertise to her role. She is responsible for providing accounting and bookkeeping services to both local and overseas clients. This includes liaising with clients to prepare financial statements, coordinating audit work arrangements, and addressing daily accounting inquiries.
Before returning to Hong Kong, Nikki worked as a tax representative in a reputable professional firm in New York City. During this time, she gained valuable experience in handling individual, partnership, and corporate tax returns. Additionally, Nikki assisted clients in managing sales and payroll tax audits conducted by the IRS. Nikki’s language skills are also an asset to her role. She is fluent in English, Cantonese, and Mandarin, allowing her to effectively communicate and serve a diverse range of clients.
Nikki holds a Bachelor of Business Administration (BBA) degree in accounting from Zicklin School of Business at Baruch College, The City University of New York.
Clients Account Manager
Judy has been a valuable member of our company since 2013. Her primary responsibilities revolve around the administration of a diverse portfolio of global business client companies. She focuses on areas of financial reporting, audit compliance, and advisory services.
Before joining Acclime, Judy gained substantial professional experience in the fields of financial accounting and audit compliance for companies based in Southeast Asia and China, including those listed on the stock exchanges of London, Hong Kong, and Shanghai. Additionally, she was involved in conducting SOX (“Sarbanes-Oxley”) audits for Chinese companies listed on the US stock market. Judy also gained experience in due diligence works related to company acquisitions.
Senior Company Secretarial Manager – Department Head
Marine is a highly skilled professional with a strong background in company secretarial and corporate governance. Her expertise lies in the establishment and administration of Hong Kong and global business companies.
She is responsible for diverse portfolio of high net worth clients who are engaged in international trade and investment activities. She has extensive knowledge of regulatory compliance in Hong Kong and offshore jurisdictions. As the head of the company secretarial team, Marine has also responsibility over corporate secretarial duties and regulatory compliance for all in-house group companies.
Marine is an associate member of both The Hong Kong Chartered Governance Institute and The Chartered Governance Institute in the United Kingdom. In addition, she holds a Bachelor of Arts degree in Entrepreneurship and Business.
Client Services Manager
Yonnie has been a valuable member of the company since 2008, serving as Client Services Manager. With over 20 years of experience in corporate services within professional firms, Yonnie brings a wealth of knowledge and expertise to her role. She is responsible for client services and handles a wide range of company secretarial duties, leveraging her extensive experience in this field.
Yonnie’s expertise extends to the administration of Global Business Companies and foreign entities, including jurisdictions such as Hong Kong, Seychelles, British Virgin Islands, Samoa, and Cayman Islands. Her in-depth knowledge of these jurisdictions allows her to effectively navigate the complexities and intricacies associated with their administration.
Yonnie holds a bachelor’s degree in Business Administration in Management and Consultancy from Monash University in Australia.
Hazel is a highly esteemed professional who holds the position of Director at Acclime Global Business, where she oversees the operations of the division’s Shanghai office. Her dedication and expertise have been instrumental in the successful management of Acclime since 2001. With a wealth of experience and a deep understanding of the industry, Hazel has been pivotal in the facilitation and administration of offshore companies, as well as the establishment of Chinese companies through the utilization of offshore vehicles.
Hazel’s leadership and proficiency have been pivotal to the success of Acclime, and her comprehensive understanding of the complexities of offshore and Chinese business practices has made her an indispensable asset to the organization. Her dedication to excellence and her extensive knowledge base have undoubtedly contributed to the company’s continued growth and success in the challenging and dynamic business environment of China.
Having earned her MBA degree from the University of Houston in the United States, Hazel’s academic education has been complemented by her extensive practical experience in the field. Her journey with the group began in 2001, and since then, she has amassed over 22 years of invaluable experience in the intricacies of both offshore and Chinese business setup, as well as the various corporate activities associated with these ventures.
