FSC Mauritius moves officer approval submissions to FSCOne Platform.

The Financial Services Commission, Mauritius (FSC) has issued Circular Letter CL240426, dated 24 April 2026, signaling a clear shift towards fully digital submission of officer approval applications and related filings.
The circular confirms that all licensees, both domestic and global business entities, are expected to submit applications for the approval of officers, resignation notifications and statutory filings exclusively through the FSCOne Platform. While physical submissions remain technically possible, the FSC has made clear it may ask licensees who file physically to resubmit online.
What the circular covers
The FSC’s guidance sets out several practical requirements for licensees managing officer appointments or changes. Each incumbent must have a single, complete and accurate profile in the platform’s Stakeholder Management module, with the relevant due diligence documents attached. Duplicate profiles are not permitted.
Where an officer holds positions across multiple licensees, for example a Money Laundering Reporting Officer (MLRO) at a management company with appointments across several entities, each licensee is responsible for submitting its own application. The circular also confirms that the digital process applies to alternate directors and that licensees are expected to maintain and monitor incumbent profiles after approval has been granted.
Licensees who fall under the “Known to the Commission” category, as defined in Circular Letter CL050126, are also required to submit their corresponding “Annex A” as part of their application.
